Williams will let you do it, but the fees are excessively high....most other composers who charge at least lube up first before they rape your bank account. They don't want anything being sold containing his music without getting something in return. Period. Apparently they got a little upset about the ESPN Battle of the Bands competition and the schools incorporating their own school songs into the Raiders March. Oh well...
