Rule proposal: New Offseason Format

Over the last few years, several directors have been asking about doing something to change the way the winter season format works and others have asked about trying to incorporate score data from older seasons. We've looked at a couple of ways of trying to implement this, including the "World Cup" idea that ultimately didn't garner enough interest to try out, but we think we have a solution now. Thanks to the efforts of one of our directors, we've come up with a way to convert "historical" scores (ie scores from prior to 2000, when different scoring sheets and formulae were used) to match up with the modern scoring system. I'll let the director who came up with the system chime in with more specifics later if he wants to. In summary, this would allow us to use historical corps that haven't been available before like Freelancers, Velvet Knights, Star of Indiana and others.

Proposal:

For winter seasons, scores will be derived from one year in each of the past 3 decades (ie 1990, 2000 and 2010). This would allow directors to use previously-unused scoring data and increase the excitement and unpredictability of off-season competition.

I don't know if it has been brought up before, but I would like to be able to change my captions more often during the week. I would like to see more changes (maybe allow each caption to be changed once a week), or more changes allowed each week (maybe 2 or 3) but only 3 at a time. It still wouldn't be every day, but it will at least be more frequently. My vote is allow 3 captions to be changed 2-3 times a week.
