Bill Howard - long time power behind Madison Scouts... and we send our best to Madison, DCI and his family... Great man... but it again brings to mind that DCI owes a lot to DCA... Bill Howard marched Rochester Crusaders and was a good friend of Vince Bruni's... The advice and recommendations given by the leaders of DCA who by 1972 found themselves on sound footings, was critical to the success of DCI in the early years. I think todays DCI leaders wouldn't have known that DCA played a big part in how DCI would form and be run.
