The current organizational structure of DCI most likely contributed to the decision. It has been discussed here, and other places, for some time. It's also most likely that his replacement, or any future replacement, will soon come the same conclusion.

You're on the right track. At the 2012 Jannual's (I believe), when the G7 made their second attempt, by threatening to leave, the Troopers board sent an open letter to the Jannual's calling them out. That letter was also leaked here and is somewhere in the archives.
