Most corps have deals directly with the manufacturers - for instance, any Yamaha dealer can get a quote on a DCI-used Yamaha drum. Some corps prefer to sell them as a package, though. There are some individual resellers - Fork's Drum Closet in Nashville had many previous SCV drums - but for the most part, contact the manufacturer first - they've usually got a marching percussion sales person that can steer you the right direction. I bought a new in the box 2005 Scouts SFZ snare from them a few years back. You can contact them through Facebook but I don't know that they have anything left.
