You needed a lineup of the top 6 or 7 who have ALL won the Championship before in Finals where one of them will win the Championship AGAIN. Then technically it has never happened, because PR 1996. But I would say both years because both became champions in their respective year. Cadets have already won National World Class Division Titles in both Pre- DCI, and DCI years.
