He also did mention City Sound returning and according to him, City Sound, otherwise known as Vessel Drum and Bugle Corps, would be the 24th open class. So if DCI's website shows 22 open class corps and the guy in the video says a possible number of 24 open class corps where Vessel is the 24th, then who is the 23rd open class corps?
