When I talked to Teal Sound, the were vague on many details. However, they were clear on the fact that they want to return..

Ya, I'll bet they were a " little vague on the details " with you. Teal Sound was mismanaged big time. Not sure DCI would be interested in talking to anyone there that was even remotely connected to that  sad and disastrous mid season crash and burn.

Glassmen apparently have no desire to return. Their bingo revenues dried up when local casino competition came their way, and thus they feel its impossible to attempt any return.

That is a sad truth but regardless it is the truth. I won’t forget all the hype that was brought about when the glass men announced that they were coming back. Two years later, nothing new.

I know this is going to sound like a fantasy but for some organizations, the only thing that they can rely on for change is hope and risk-taking.

I agree. I would love for them to come back but that's only possible if DCI gives them the ok.

History is not kind to Corps that tell us they " intend to return ".  A few have over the years, but not very many at all..

Banks and other loaners arn't much interested in what levels of " hope" and " risk taking " you say you might have. They like to see greenbacks, or what realistic and intelligent plans you have to get it to keep yourself in biz. Nothing else much matters to them. ( nor should it )

Well for those organizations who have run out of options, risk-taking and hope is all they have left. Other organizations might be fortunate to get loans, grants, etc. But I do see your point regarding the opinion and mindset of the banks.

Some info about Racine Scout situation, there's a group called the Lighthouse Brigade of Racine wish is a summer marching band that competes within the MACBDA.  They've been around for years.  The problem is that both organizations recruit for the same membership base.  The Brigade are the defending MACBDA Champions from 2017.  Looks like interested kids in the city of Racine have another summer options rather than the Scouts.  I do hope they make it back to DCI soon.
