Arrangement rights aren't the issue. Those are easy to get and are fair priced.
It's the mechanical (recording) rights that are expensive. The Beatles, Led Zepplin, Pink Floyd, among others, charge in the thousands for those rights.
You can also hear Thomas Newman's "That Next Place, from Meet Joe Black" as the ballad. He is also on the do not arrange list.
And I actually hear "Colors of the Wind, from Pocahontas" at the beginning! :-)

I'm not agreeing or disagreeing with the OP (haven't seen/heard it yet), but maybe some people actually listened to their parents:
