My proposal for new caps would be to add the difference in maximum points per caption ( (40-25) x 8 = 120) to the current starting caps which would make the new starting caps (and ending caps with 1/2 point increases):
World: 280 --> 285/290
Open: 245 --> 250/255
A: 220 --> 225/230
This would account for the increase in overall caption cost and leave purchasing power at current levels, in theory.
I also stand by my idea in the proposal thread to put additional caption limits on Open and A as a measure to add diversity to caption choices

I like the proposal overall, though I have concerns about the effects of having lower ensemble values would have on scores and caption choices. I converted the final captions for my three corps for this season to the new values to see how the totals compared to your proposed values; World - 283, Open - 258, Class A - 232. I seems to me that lower ensemble values would not only encourage but necessitate more lower corps captions be used wherever possible
*cough*not GE*cough*, which would ultimately just lower overall scores. Not necessarily a bad thing though.I think keeping World relatively the same as far as ensemble values but putting more limits on Open and Class A in terms of lower ensemble values and artificial caption caps (as is for Class A GE currently) could lead to more diverse captions choices across all divisions. For example, limiting Open Class corps to only use captions valued of 35 and under, and 30 and under for Class A.

Are we supposed to have unlimited caption changes during the start of the season or did that change?
*Edit* We do currently, it's just limited to 3 changes per update but no update limit

June 15: 145/110/80; corps may make unlimited caption changes.
July 1: 146/111/81; all corps restricted to up to 3 caption changes per week.
July 8: 147/112/82
July 15: 148/113/83; corps may make unlimited caption changes for 24 hours.
July 22: 149/114/84
July 29: 150/115/85
August 8: Beginning of "Finals Week"; directors may make up to 2 caption changes per each day of finals week events.
