Must have been right around 1865, just after the rudimental bass and mellophones were introduced. These guys had a tight budget no doubt. Ya gotta give the drum major credit. Here we see a young man who was caught stealing and was required to wear a sign declaring him a thief as he's escorted to trial or the stockade. Sort of like Hester Prynne in the Scarlet Letter.
