Ya know, for the cost of one fulltime teacher (call it $100k when you add in benefits and 30 yrs experience), you could send 25 kids through SOA. A city the size of Atlanta could support its own drum corps under its "entitlement" budgets, and get a lot more in return for their money. $1,000,000 is nothing but a rounding error.
