Here's why: During his tenure with Bones, he did arrange the music. HOWEVER, the corps director's wife did the orchestrating. Essentially he arranged the actual tones in the way he wanted, but the director's wife actually separated it into their brass parts. It's not an uncommon practice (I mean, heck, even Bernstein didn't orchestrate his WSS score), but it's just something to keep in mind if you didn't like his writing for them.
