It's the same process as any other instrument in the corps. You register for a camp, get the audition packet and practice. I think you might be asking "how do I know there is a timpani spot available?" then you would have to contact the corps directly and ask them. They will all usually get a hold of the Caption Head who will answer any questions you may have. They will either have a specific piece in mind they want to hear, suggestions on "free choice" pieces, or possibly both. But contact the corps - that's your first and most important step.
