You thought he was claiming that they received an official penalty. I don't think so because everyone would know that. He meant penalized in the ordinary sense, I think. The other half, which starts the show, is set up in a scatter formation on the field, kind of like the stars in space. There's the Apollo 13 theme, interspersed over the Whitacre piece.
