I was one of the many voting at the first Rules Congresses who voted to do away with transfers and permission slips, provided the mm didn't owe any money to the corps the mm was leaving. The assemblage found the implementation of the AL and VFW plus CYO rules much too cumbersome. No one wanted a kid who didn't want to march with them anymore. And that was in the days when corps were straining to reach 128 members from the neighborhood. Now imagine the secretaries needed and salaries for the same when corps are 150 plus alternates with membership from around the globe. From Mars too if you count the Cavaliers. Only much later in history was the Rules Congress limited to the top corps' approval. Your comment has some merit, but their are other sage aspects to be considered beyond what you have championed.
