Stu was a "boy who cried wolf " about many things to the point that he was ignored, or go to the authorities, or go to the person or thing he had an issue with directly. In all things like this, go to the authorities if you see something as a third party. I know this is difficult for the victims to do, but such a great Samaritan should have no issues going to the police... Just to clarify: It looks like in the article he said he did go to the police, but that they told him they couldn't do anything.
