Both are legit goals for an organization . I just love seeing the development in Open Class every year. As far back as I can remember (~2000 when some of my friends started marching there), I don't believe they ever had the intent of going world class. Their membership has historically been very highly weighted towards New England members, and school up here gets out very, very late. Possibly later than the Northwest.
