Not sure about that but here is a little history I found on an old hard drive I kept for some reason, way off topic but some history to reflect back on considering how successful dci became. St Rita's Brassmen was a favorite of mine back then.

I believe Carmen Cluma (Director of
St. Rita's Brassmen ) after the initial meetings Choose not to be part of the
new "combine" in 1971.

Carmen's original thinking was that DCI would "In the Long Run" :
* Reduce the total number of corps in the activity.
* Reduce the Quality and Quantity of   Non-DCI Open Class Contests
* The new organization (DCI) would have       total control over judging and
what corps
   appeared in what shows.
*  Finally, the organization (DCI) would eventually have say over the
creative aspects of corps performances.

I remember Carmen detailing his reasons very clearly why the Brassmen would not
be a member of DCI.  I had a very rare opportunity to sit in front of the bus
with Carmen, Hy, and Tommy Martin while they discussed the DCI issue and the
impact it was having on the activity on the way to the 1973 World Open.  

The Brassmen Administration wanted no
part of DCI, and Not that DCI didn't want the Brassmen

What are you asking here?  It's not clear.  Can marching members belong to soccer teams or a ballet troupe, or can DCI's member corps belong to other orgs that are similar to DCI?

Sorry, it's probably me, but your question is not clear to me.

While DCA corps do sometimes 'compete' on DCA sheets at DCI shows, DCA has always been emphatic that DCA corps could not compete in DCI championships as equal competitors to DCI corps. I think that still stands even though the number of DCA appearances at DCI local contests and some regionals have increased.  no bi-circuit membership from DCA's point of view. Neither could Vanguard '18 extend its tour and compete at DCA championships in Pennsylvania on Labor Day weekend.

Sorry, it's probably me, but your question is not clear to me.

Just not sure that it’s accurate to claim that DCI member corps can be a fully accountable extension of DCI the organization.

I seem to remember what you post here but also that overage membership may have also entered the equation. Certainly a topic in some of the L.I. circuits Brassmen competed in back then. Father, formerly at St. Joe Patron from whom Brassmen had their roots, was more concerned with getting the kids out of turbulent Brooklyn, NYC at that time.

Yes that was common back then dci put a stop to it. Loved St. Joe Patron  Pagliacci way before Bridgemen
