My question with DCI is the same as PSU or anywhere else. If you hear a report of child/minor abuse but keep quiet because "legally I don't have to report it",  how do you sleep at night?

I can only speak with certainty about Massachusetts, but since 2002, the definition of who is a mandated reporter is very broad. For an activity such as drum corps, a mandated reporter would be any administrators, staff, or volunteers who know of abuse, whether directly or indirectly. Volunteer is probably the broadest category. It can be as minimal as the person who helps for one hour selling programs or raffle tickets at a show to someone who tours the whole summer.

If you are a staff member or volunteer and you come across this information, you can report it to a supervisor and he/she can make the report. However, it is your responsibility to make sure the report is filed, so the safest bet is to be present when the phone call is made. 

For drum corps, you are required to follow the laws of the state where the incident takes place, and my guess is the laws are similar for most states in the Northeast.

PA tightened their laws since Penn State thank goodness. I’m just disgusted from the comments here that DCIs “hands were tied” so apparently no one picked up a #### phone to report what they heard. Guess the new way is “love your neighbor... but if you don’t have to legally then forget about it”.

Wow!!! My head is spinning!

 

Is this a Red vs. White debate? Debate is GOOD but how many of you are board/state certified attorneys? You all say such interesting things but what really needs to come out is FACTS! FACTS trump (no pun intended) everything. "I heard...," "I think....," are not FACTS! Rather than sit behind your laptop and argue back and forth, go find FACTS! Is DCI set up to control the corps or are they a place where the corps can meet to set up rules and run DCI? Is Dan A the judge and jury on everything DCI? Do the corps directors have more control than the Executive Director? Do all hirings by corps go through DCI for approval? Does DCI have a policy in place where every corps is monitored during winter? during summer?

 

I respect you all but you all just keep jabbing at each other and NO ONE has a knock out punch! Stubborn because each one of you believes you're right. Maybe (just maybe) you are all wrong! I KNOW I am not accurate on this because I don't know all the facts and either do you!

Well said sir! All the arguing on here is giving me a headache. Could we possibly start talking about drum corps again? And before anyone jumps on me, I'm not minimizing the significance of the issue on this thread.

And when you look at actual law instead of Wikipedia, you discover that there are exceptions.  Voting.  Parent-teacher conferences.  Dropoff/pickup of their own children.  The list varies with the jurisdiction.

In one relevant jurisdiction (Illinois), one such exception is with the permission/supervision of a school official.  For Wisconsin, my quick search is only finding a requirement to notify school officials, not requiring supervision while on the grounds.

Has it been established that Morgan Larson failed to comply with the law in any particular situation while with Kilties?

And the police were called in Naperville as posted on here earlier and Larson was escorted off of the campus for violating the law by being on school grounds. Why? Because someone that knew him, the situation and the law saw him and reported him. If only those people had been able to be at every show and rehearsal

Am I missing something?  The only post I saw was this one:

Losing track with so many people being discussed but see One of the DCA corps being talked about here was at that show.
