They also had alternates ready to slide in when those members did hit 22. IMHO DCI had already (in 1975) DQ'd a potential champ (albeit a long-shot), & didn't want to again. Esp when SCV's director was a Living Legend within the activity (which was certainly not the case in 1975 - if you go to jail for causing the death of a rival Corps DM you probably are not going to be popular among your peers after you are released (I am not making this up)). And that same corps director was outspoken in his contempt for DCI, from the outset. I'm guessing that also didn't help his corps' case.
