Since there is the natural unequal balance between Youth and Adults, Society ( and the Law ) puts more responsibility in the hands of the Adults to protect the Youth in its charge. No " union " would sever that responsibility that adults naturally have to the youth in their charge. " Unions " are essentially collective bargaining instruments between competing adults for the divisions and the fruits of the Labor.
