So, too, is the idea that someone other than the DCI CEO (i.e. compliance officer, ombudsman, or third-party mediator) should be handling ethics complaints and their enforcement.  Before Arsenal became news here, it was still clear that the DCI CEO is strongly incentivized to sweep past complaints under the rug, and stamp out future complaints by punishing current complaints as if they are capital offenses.

Or do we need both a PR person and an ethics officer?

Now that you mention it... what training does DA or other DCI heads have in harrasment/ethics issues and how to handle them? Uncle Sam has yearly training on it for employees and extra training for management on how to handle it properly. Was any training taken by DCI heads or ye olde “yeah yeah we got it handled” until crap hits the fan again

I think the board chair, with her background handles the complaints before Dan gets involved.

The timeline and communications in the Arsenal fiasco suggest otherwise.  But in any case, we agree on this:

Yeah way past the old “they can’t do drum corps after they age out “ line they used to say. Nice credibility issue if someone or their parents googled drum corps. “Hey they said no doing corps.. so what’s this all age they neglected to mention. What else are they not telling us “
