Are the corps going to design differently to compensate? Loaded question. Something tells me no, and the end result would be sub-par. I also have a hunch it would make another issue worse. I think the change should likely be made, but I also see problems with the consequences of that. I think in some ways it will be a lose-lose decision either way. Less corps, etc. if it stays, and sub-par shows the other way because people won't adjust the design and rehearsals to compensate. To go further, it may swing the advantage to near 100% insurmountable to one team that seems to be able to solve all of those issues and think through them on another level from everyone else.
