That's a pretty typical rain chance for much of the country for a July afternoon/evening. So, the answer to your first question is "Maybe, but more likely not." Forecast would indicate that the likelihood of no storms is greater than the possibility of storms, and it's been awhile since the Chicago area has this calibre a lineup, so it seems worth the risk. FWIW, most of the storms the Chicago area has been plagued with the last few weeks have been short in duration, so even if there's a shower, they should be able to get back on the field after a few minutes.
