The question was about (as I read it, at least) only about how many "ties" they could have.  Not where the "ties" occurred.  You are correct that if you consider where the ties occur, there is either six or seven.  My mistake if I read the question wrong.  Sorry.

Went back to look.  This is what I was responding to:

" there are 7 different outcomes for ties in 1st and second positions among 3 corps."
