Listened to the beginning.  That one note sounds like someone trying to hit a 3rd valve note with a 2 valve horn. Juuust not quite there 😬

 Back closer to on-topic -  NFL has released 2021 schedule.   Indy plays the first 4 games on the road.  No word on preseason games.  But there is the standard statement that LOS is at reduced capacity due to Covid.  
 

Perhaps I am naive,  it it seems to me that at some points decision needs to be made concerning capacity so DCI can sell tickets.  Or I suppose they could make seating decision on day of show & have open seating 1st come first served.

You may want to check your source. NFL.com has the Colts opening the season at home on September 12th against the Seattle Seahawks.

I can only speak about NJ.

Our Governor has/is all over the place when it comes to places like outdoor stadiums.

Right now they have a limit of 50% of capacity, with 6' Social Distancing.

It doesn't look like that changes on 5/19 when limits on "outdoor gatherings" go away.

But a couple of days ago Governor Murphy said he expects 100% capacity,(no mention of social distancing) for Giants and Jets games.

Maybe, by Sept., the CDC will reduce Social Distancing to 3',but no one thinks it will go away completely any time soon.

That makes 100% seating kind of hard to accomplish.

You are correct- I was on colts.com & apparently the had loaded a different schedule (last years perhaps?).  It now is correct. 
 

Anyways- an early home game may force the decision on stadium capacity.  I believe NFL higher-ups are advocating for no restrictions but as others have pointed out this is a state or local government decision.

Don’t forget pre-season also on attendance policy.... so month earlier
