I haven't seen any paperwork, but my guess is the individual corps submitted for money lost from their own operations, and DCI submitted for its operations that may, in turn, flow downhill to the corps. Not double dipping. DCI is its own legal entity, the member corps are their own legal entities.... Also, PPP and Shuttered Venue are different programs.
