I'm pretty sure it was because modern-day charter busses have a slightly increased seating capacity over what they once had, so the max MM number was increased to reflect/take advantage of that. Transportation is expensive, so if corps are paying for empty seats, that's lost money.

Can confirm. Back in early 80s if Spirit of ‘76 was in show we would hang out with them because they shared their beer with us
