Maybe some National Guard or Reserve members but I doubt that it took that many out of DCI. 
I will say I had just gotten out of Basic Training and was at the Armed Forces School of Music that summer and a fairly large number of the folks there (including me) were FMMs of various corps.

I don't want to speak for the poster, but maybe what he/she meant by saying "Took folks out" was maybe the 18-21 year olds who would have marched, chose to enlist and serve, where as if there was never a Gulf War, those kids would have been marching. 

If I am wrong, so be it, but that's how I respectfully interpreted his/her comment.

no but enlistment was up. DCI even did a piece on the tenor player from Bluecoats who then came back to marching after he was injured in the gulf

 I suppose that depends on the country. Drum Corps in the US historically have found little hassle for non citizens to come and march US Drum Corps, including last season

 True, re.WW2 .... I think the biggest obstacle to marching DCI today is financial, not " show design ". WGI has exploded in both growth of units and numbers of participants, and " show design " seems no impediment to this. I believe there are more participants in sheer numbers marching WGI now, than DCI .

You are correct. He was a tenor drummer from the Bluecoats. His toes were blown off of one of his feet.

yes but take scholastic away from WGI, and they're broke.
