Presuming the parts were made in China I presumed tariffs would apply to the parts coming into the US at that point as also "goods made offshore." Pay the tariffs on the parts on import, then pay US labor to assemble. Or pay Chinese labor to assemble and then pay the tariffs on the horns on import was my reasoning.
