In The News: Colts Lawsuit Settled

A federal lawsuit that alleged the Dubuque Colts Drum and Bugle Corps and a host family for the program harbored a runaway child from Missouri has been settled.

The lawsuit filed in February 2008 by parents Mark Howerton and Lisa Hipp charged the Colts, Executive Director Greg Orwoll, Program Director Vicki Schaffer and host parents Robert and Gina Laughlin, of Maquoketa, Iowa, with interference of parental rights, harboring a runaway child and breach of fiduciary duty.

It also charged the Maquoketa School District and Superintendent Kim Huckstadt of breach of fiduciary duty because they allowed the child to enroll in the district.
