I thought I'd throw in a thought or two since it seems like the popular thing to be doing here. I haven't read all the posts so I'm sorry if I do repeat anything other people have said...
Was the use of voice modulation, and non-reenforcement of the rules prohibiting voice modulation, driven by the desire to legalize electronics?
No, I don't think so. From the designers stand point, it seems to me that they were just trying to push the limits of what they could use (or thought they could use, and really, they COULD use it because they never got penalized for it). From the judge's point of view, would it be all that far fetched to believe that the judges who did even hear/notice the laughter didn't suspect it was processed in some way? Nobody on here even noticed until September, and even then didn't know processing was done until it was revealed by members (which was kind of silly of them, what were they thinking ).
Also, if the judges did catch on by the end there, it would have been pretty ridiculous for DCI to dish out a point penalty all of a sudden during championships, people would have gotten hurt. So lesson: 'cheat' when you have a crowd of potential rioters up your sleeve
