A tenor bugle is a soprano voiced bugle with a long bell section, giving it greater length. The bell size is larger than a soprano, but smaller than a flugelhorn.

What you likely have given the description and confusion is what was called a baritone bugle, having a small 6"-6 1/2" bell. The current size baritone, which was introduced in the mid-1950's, was originally known as a bass baritione. That bell is more like a baritone horn and around 10 inches.

When I joined drum corps in 1965, we called it a small belled baritione. The original purpose of this instrument was to provide a lower voice and still be played with one hand. Once folks began yanking slides and using rotaries, it was a two handed instrument and the bass baritone quickly eliminated it's smaller cousin.
