add "toggle full editor" button to Edit Post

Let's see what tools I have to edit. EDIT: It looks like I have all of the tools available to members for posting in the Edit Post feature, so I'm not sure what you're looking for. If its full HTML editing, we don't allow users access to full HTML editing. Never have.
