Sounds like they don't want people drumming in the parking lot till 3am.

Oh, okay. I didn't understand what they were getting at, but I'm sure you're right; that's what it's about.

Well looks like no corps songs in the lot after finals... who will break the rule?

Take that penalty, whoever does. The kids shouldn't be robbed of that memory.

What penalty can be assessed? Scores and placements are already done. I would think the only thing that could happen is a police citation for disturbing the peace. Anyone?

Then violating this policy would probably get the offender a ticket from the Bloomington police, not a score penalty from DCI.

But it isn't clear from DCI's printed schedule whether "the last performance" refers to the Blue Devils ending just after 10:30pm or the champion's encore performance at 11:20pm, but the latter is the one that makes the most sense. Which would mean corps members could play in the parking lot until about 11:30pm. Or even later if, like most years, the encore performance starts later than scheduled. They usually take their time setting it up, just enjoying the moment. A midnight finish wouldn't be unusual.
