I'm only guessing here and there is a system set up (as discussed in this article) so directors and instructors can get clarifications from the judges administrator prior to the season on intended effects: But, I suspect that if the reverb is generated in time through the pressing of a key for each reverb event, then that would be okay. Besides, if reverb was being used rhythmically and was recorded in time, there's no guarantee that the corps would be at the EXACT tempo and place in the music at the time the event was launched.
