Just like the travel stipend the world class groups enjoy, I predict that WGI will assist those same world class groups with their licensing/fees while the Open and A Class groups will get no help and therefore be forced to use works in the public domain. I highly doubt that - I've been teaching a world class group and we have to travel far for every regional - and have never gotten a stipend.
