Many corps decide not to field ensembles just so they can get back on their own feet (i.e. Southwind and Cascades). And DCI can only help those that have the ability to help themselves. Non-profit organizations just don't have enough COH to bail everybody out of a financial slump. You must be kind of new. DCI did force Troop to take the 2006 season off.
