I think they were fitted properly, but even when this is done pants can look baggy because they move to unflattering parts of the leg while marching. Get stirrups or however it's spelled. I know of at least a couple of world class corps that use them and it makes the pants look great because they stay in place. Also, don't Cadets have off white pants with white shoes?
