The D2/3 proposal discussion thread

The deadline for submitting rules proposals has lapsed. Here are the proposals that we will be voting on. Remember, voting on these starts at 10:01 PM, IST on Thursday and runs for 24 hours.

Proposal 1:

Title of Proposed Change: 9 Captions, 9 Corps

Description: Any one corps can not use the same corps in their captions twice. This will require each director to more carefully choose the captions they want.

Purpose/Rationale: This will require each director to more carefully choose the captions they want to use. It will take a little more thought, but that’s the point.

Division II

DCP Screen Name: exvkdm

Proposal 2:

Title of change: Seperate captions for Div 2/3 corps

Description: For the 2005 summer season, instead of using Division 1 corps for their selections, Div 2/3 corps will instead choose from active Div 2/3 corps from the 2004 season.

Rationale: This will produce more realistic scores for Div 2/3 corps, and give Div 2/3 corps a more distinct identity. This would involve either the executive director or whoever is responsible for tabulating scores to have access to recaps for Div 2/3 shows from the past season

Proposal 3:

Title of change: Seperate championship venue for Div 2/3 shows

Description: For the upcoming season, Div 2/3 prelims and finals will be at a seperate venue.

Rationale: This will mirror the policy of DCI for conducting Div 2/3 championships at a seperate event.

Proposal 4:

Title of Proposal: "Broken" captions:

Description: The executive director shall have the authority to determine which captions are "broken" or do too much for the value they have, and adjust those values as he/she sees fit.

Rationale: There are some caption choices that, due to their excellent value, have been overused by corps directors and have led to redundant scores in several captions, as witnessed by the Finals caption breakdowns over the last 3 seasons. Giving the ED the authority to adjust captions to a more realistic level would introduce a new level of competition by making managers consider more carefully their captions, and conceivably lead to a more diverse range of caption choices.

Proposal H:

Title: Ocean sounds.

Rationale: There's nothing more relaxing than hearing the sound of the ocean. They are so incredibly calm and serene. Also, our rules are too restrictive on creative aspects of design. Our staff designers are chomping at the bit to be allowed to bring new things to the field. And did I mention how nice the ocean sounds?

Rule Summation: Ocean sounds are cool.

I'm extending this thread by another week, to coincide with the D1 thread, and to give people more time to actually discuss the proposals, since nobody's done so so far.

I like them, except for #2, and #4.

#2 - as we have discussed earlier, it is really possible to use the Div 2/3 captions with all the different scoring varitaions.... Some being scored on Div 1 sheets, some not... I for one would love to be able to use 2/3 scores, but is it feasable?

#4 - What would make a caption "broken" and how would the exec director change the values? Would there be some sort of logic to it??

A "broken" caption would be a score that is disproportionatly high compared to the corps' overall score and the scores of the corps around it (and consequently, one that gets LOTS of attention). Perfect example: Crown's guard from '03 (the guard of choice for practically every DCPI Finalist corps). Typically, you'd expect to see an 18.8 from a 4th or 5th place corps, not a 9th. Or Esperanza's VE score from 2004. A 16.1's not too bad, but when it's in the middle of a bunch of 14's and 15's, and you'd have to invest several points to improve that caption score by just a small amount. The way this would work would be that the ED evaluates a particular caption score. If he thinks that it's disproportionatly high or low, he'd re-value it to make it fit the overall scoring trend.

As for #2, I think we've already determined that it's unfeasible, so I'll be voting against that one.
