You might be thinking of the switch from 2 valve horns to 3 valves. The rule passed in 91 and most corps had 3 valve Contras and Mellos - then went to full 3-valve lines the following year. Or you might be thinking that Cadets and some other Corps had Bb everything and F Mellos. And when corps went valve-rotor to 2-valve IIRC they could change one voice/year so as to spread out the cost.
