As far as judges they SHOULD be following a criteria for effect but opinions are opinions and how a criteria is viewed has been an on going argument since the beginning of drum corps time and my guess will always be. It is governed by the "sheet," or the rubric of criteria that is delineated on the general effect caption paper. Each "box" has benchmarks that must be cleared and lend themselves to the number. Now number assignment/management is decided by a judges interpretation of the sheet. Because they're human, therein lies a natural flaw. If I'm not mistaken, there is conversation about whether or not to include crowd response in future shows. It may have been a rule proposal, but it would have to be voted upon and passed. We can go nuts over a running form and company front or some loud sustained note BUT does it have value, has it really created effect or just an emotional frenzy for some, Was the effect set up right and was it warrented by the events before and after it. Many factors Yes audiance SHOULD be a part of the process which is often left out for many reasons.
