Apparently, for some reason, they wanted DCI to manage both the big league and the little leagues. But like at every stage in DCI's development, their eyes were bigger than their stomachs. They treated the activity like a buffet, constantly taking more than they should onto their plates, with little thought given to the inevitable leftovers. Like you say in the quote, they have no one to blame but themselves for the situation. He is right about the differences and needs of the different levels of corps. But they were the ones who pulled it all in and in the process became responsible for all the levels. That's water under the bridge now. What options are left? Restart the regional associations or start up some affiliated org that can be responsible for the OC corps? The train may have already left the station on that idea.
