What about this slight tweak?...early scores really mean nothing I think most agree. So, first half of the season they don't give scores...rather the judges offer their impressions and have time to learn and understand what the corps are trying to get across...they colloborate with the staffs on what they see and the staff communicates to them the effect they want. Then from the first regional is when scores are going to be given and corps will be full panel judged from that point on.

Costs will not change using your suggestion. In fact, the budget for publicity may have to be increased with all the arm-twisting emails.

What hasn't yet been mentioned is the jacked up travel expenses (air fare, hotel room, meals) allotted to each judge since DCI has stopped using local panels. So in an imaginary example J.Webb goes from Indiana to California to judge one nite and then on to Boston another to institute a national standard where a judge has seen all the major contenders, etc. and starts giving scores relative to all the DCI corps he has judged in the season rather than merely relative to the other corps appearing at the same place at the same night. Even with corporate flight, car rental, and hotel packages DCI would get similar to other corporations or frequent fliers, the cost has increased not just the individual stipend for each judge. And rarely do the judges stay at a flea bag motel, just saying.

By not using local judging panels any longer, by extending the touring time a corps is on the road, and moving the first sanctioned contest to Father's Day weekend, DCI has changed the parameters of the drum corps tours compared to what it was when DCI first began (local circuits, less air travel for judging assignments, different windows determining touring calendar.) As only the Midwestern and Southern schools are all ended by the time of the first show, many good qualified judges currently employed as educators are not yet available as well. The movement of championships to earlier in the summer has also meant some judges are obligated to their educational institutions earlier.

Corps do want the assessment of certain judges early in the season so as to help the corps rebuild their shows toward regionals and championships. The increase of total DCI experiences for which DCI supplies judging panels has also increased dramatically so now only 2 days all summer are contest free (no judges needed) and 100 contests on all the rest of those days.
