TITLE OF PROPOSED CHANGE: Regional Additions

DESCRIPTION:

These shows should be along the lines of the US-Open, and will be stored forever in the DCI History Charts. Some suggested regionals:

DCPI Euro-Open - ???

DCPI Central American Open – Mexico City, Mex

American Legion Championships – ???

VFW Nationals - ???

PURPOSE/RATIONALE:

Each of these added regionals will provide more opportunities for corps to compete with each other and provide more champions.

TITLE OF PROPOSED CHANGE: Rewards for Active Champion corps.

DESCRIPTION:

Corps that place in the finals of the previous season, will receive 2 extra bonus points in the next season, should that corps choose to return to competition. Corps that place in the semi-finals will each receive 1 extra bonus point. The maximum accumulated points are six.

PURPOSE/RATIONALE:

This rewards corps that are continually active and returning members to DCPI. This will push members who do well in one season to return the next season, and also will open the opportunity of starting a legacy of corps.

TITLE OF PROPOSED CHANGE: Maximum of 3 corps per division

DESCRIPTION:

This rule would eliminate the rule that was established in season 3 of a maximum of six competing corps each season. Under the new system, each director would be allowed a maximum of three corps per division. This new rule would allow a theoretical maximum of 9 corps that one director may send to finals. A director is also allowed to have more corps in competition if he/she so chooses, which may receive a “regional” status and may compete up to finals week, but may not participate in any shows that week.

PURPOSE/RATIONALE:

Under the current system, one director could have six division one corps, and half of the finals spots could to one person. This new rule more clearly defines the number of corps a director can have. This will also push for directors to create multiple division 2 and 3 corps, pushing more competition within those brackets of competition.

TITLE OF PROPOSED CHANGE: Lowering of number of Division 1 caption points to 135.

DESCRIPTION:

This rule would lower the number of available caption points to directors to 135, and by the end of the season, a maximum of 140.

PURPOSE/RATIONALE:

Just 5 caption points would make a huge difference in the diversity of corps in competition, forcing directors to thinking more about the corps selected.

TITLE OF PROPOSED CHANGE: Maximum number of shows raised to 32

DESCRIPTION:

Under this rule, the number of shows each corps is allowed to compete in, is raised by 4 shows.

PURPOSE/RATIONALE:

This simple rule change will raise the attendance numbers of shows by corps, thereby stimulating more competition at each show.

TITLE OF PROPOSED CHANGE: 1 Corps Per Div. I Director.

DESCRIPTION:

This rule would limit a director to managing only 1 Div. 1 corps per season; Div. 2/3 managers would be unaffected by this change.

PURPOSE/RATIONALE:

Over the first few seasons, there has been a good bit of disparity between directors who enter multiple corps in a division and directors who only enter a single corps. The theory is, like in auto racing, that one corps serves as a "test corps" or a means for trying out various captions to see which ones will work; those captions are then implemented within another corps to assure that both corps will finish very high in the standings. In essence, a director doing this is ensuring two finalist positions for himself, potentially eliminating another corps and director that would have potentially been a finals contender. This proposal is designed to bring more parity to DCPI by ensuring the rule of "one corps per director per division" Due to the fact that we have 2 seasons per year, one in the summer and one in the winter, directors with multiple corps in the same division would not be forced to deactivate one corps or make them compete in a different division; they could easily split their corps to have one compete in one season and another in the other. This is the model that I would implement, should this rule change pass. Division 2 and 3 corps would be unaffected by this change.

Revised:

Title: 1 corps per div 1 director (revised)

Description: A corps director may only manage one division one corps per season. If there are not a certain number of corps submitted to the executive director by the entry deadline, then corps directors may choose to submit and manage additional Div. 1 corps for that season, provided he/she does not exceed the maximum number of corps he/she is eligible to manage. Both the minimum number of corps needed and the corps submission date shall be determined during the offseason by the executive director. Division 2/3 managers would not be affected by this change.

Title: 2000-2004 caption choices.

Description: This rule would allow managers to choose captions from the 2000-2004 DCI seasons during winter competition.

Rationale: This rule will give managers a more diverse field of captions to choose from, hopefully resulting in more diverse and realistic scores. This change would be in effect only during winter seasons; summer seasons would still use "live" scores from the current season only. 2000 is when the current scoring format was introduced for DCI shows, with the additional percussion caption being the only change made.

Title: Proposal H

Description: There's nothing more relaxing than hearing the sound of the ocean. They are so incredibly calm and serene. Also, our rules are too restrictive on creative aspects of design. Our staff designers are chomping at the bit to be allowed to bring new things to the field. And did I mention how nice the ocean sounds?

Rationale: Ocean sounds are cool.

TITLE OF PROPOSED CHANGE: "bidding" for championship location

DESCRIPTION: Opening a poll on DCP with various cities for corps directors to vote on for a location for championships. In the event of a tie in the poll between 2 or more cities, a new poll would be opened containing the cities that tied in the previous poll.

PURPOSE/RATIONALE: Gives more control to corps (and fans) as to where they have to travel for championships. Thus far, championships have been located in the midwest region of the country causing all coastal corps to have to travel further than midwest corps.
