TITLE OF PROPOSED CHANGE: Championships placement for winter (off) season

DESCRIPTION: For the winter season we should have a poll for where championships is going to be. This poll should be between the location of the corps that made finals. In other words finals for the off season should be chosen from one of the finalists of the previous season and hosted by them.

PURPOSE/RATIONALE: Convience for corps. It lets them decide where it is and will also help better to improve the selection of where corps wish to compete throughout the season. It will also show respect to the finalists corps from the precious season

Title of Proposed Change: No Division II/III Corps Allowed to Compete in Division I Prelims, Quarter-finals, Semi-finals, or Finals.

Description: For the winter season and summer seasons, the Division II/III corps should not be allowed to compete in Division I Championship week competition. This includes; Prelims, Quarter-finals, Semi-Finals, and Finals. Division II/III corps have their own Championship. If Division II/III corps want compete with Division I corps, they should petition at the end of the season to compete as a Regional Division I corps.

Purpose/Rationale: This allows for Division I corps to compete with each other during Championships, without Division II/III corps vying for those spots. Division II/III corps have their own Championship, and it isn't fair for them to compete and possibly take a potential performance away from a Division I corps, who hasnt had that chance to perform. These reasons are the same as they are in the real DCI. We no longer allow Division II/III to compete after their own Championship. Each Division has it's own, and that makes it fair for all corps.

Title of Proposed Change: 9 Captions, 9 Corps

Description: Any one corps can not use the same corps in their captions twice. This will require each director to more carefully choose the captions they want.

Purpose/Rationale: This will require each director to more carefully choose the captions they want to use. It will take a little more thought, but that’s the point.

TITLE OF PROPOSED CHANGE: Limiting Caption Selections for directors with multiple corps.

DESCRIPTION:

Under this rule, a director who has more than one division 1 corps, may only share 5 caption selections between his corps.

For example, he may select SCV04 for GE Vis, GE Mus, Mus Brass, Mus Ens, and Vis Ens for Corps #1. Corps #2 may only select it for four of these captions, and all the others must be different selections.

PURPOSE/RATIONALE:

This will potentially allow a more diversified userbase to make finals, since directors must select captions more carefully.

TITLE OF PROPOSED CHANGE: More Caption Changes per season for directors with multiple corps.

DESCRIPTION:

Under this rule, each director who runs more than one corps will recieve 2 extra caption changes per corps that he/she runs. Normally each corps will have 7 caption changes, but with 3 corps, each corps will have 12 caption changes.

PURPOSE/RATIONALE:

This rule is strongly suggested to be passed with the above rule. This will make it so that it is easier for corps directors to adjust their captions, and make extra changes if necissary.

Title of Proposal: "Broken" captions:

Description: The executive director shall have the authority to determine which captions are "broken" or do too much for the point value they have, and adjust those values as he/she sees fit for winter seasons

Rationale: There are some caption choices that, due to their excellent value, have been overused by corps directors and have led to redundant scores in several captions, as witnessed by the Finals caption breakdowns over the last 3 seasons. Giving the ED the authority to adjust captions to a more realistic level would introduce a new level of competition by making managers consider more carefully their captions, and conceivably lead to a more diverse range of caption choices.

Summary: For winter seasons, the ED can evaluate captions and adjust their value if he/she believes that they are "broken

TITLE OF PROPOSED CHANGE: "Dynasty Opportunities"

DESCRIPTION:Allows for Finalist corps from previous to receive 1 or 2 more caption points for the following season, but ends after 5 seasons (both reg. and off season(s)) then corps must be retired for one year or start from scratch, unless an underdog corps breaks through ranks and makes it to finals. (Think Glassmen these past few years with missing finals then rebuilding to finalist, and Seattle going from no-body to Finalist in a year.)

PURPOSE/RATIONALE: This would allow the corps that we permitted to perform at Finals Night to in a sense "upgrade" in order to make things a little tougher for the opposition and allow for smarter choices to be made in the caption area so the competition is increased. Only real problem is the fact of people becoming jealous of the "Dynasties" that occur and wish to protest if they do not agree with the ruling. The rule will also apply to D2/3 corps who make it to D1 prelims, just the D2/3 corps would receive extra points if they stay in the class the corps was in the previous year.

Title of Proposed Change Finals week format

Description: During finals week, each corps who makes it to the next round is awarded 1 bonus point to their captions. If you make it out of prelims to quarterfinals, you get a bonus point. If you make it to semis, another point, if you make it into finals you get another. But you may only make 1 caption change per day, you can not re-do every caption after each show.

All caption changes would be due by midnight eastern, or central time, after the announcement of show scores. Caption choices would be first come, first served, as always.

Rationale It will make finals even more unpredictable! Add more parity to the activity, and reward the corps that make finals

Steve, can you add numbers to the Proposals... it would make it much easier to just say "I second proposals 3,6, and 12"
