Possible problem with 2 props

I've had a couple directors PM me about props 3 and 6 since they both deal with the number of corps a person can run. To date they both in a the "yes" area. There's a couple things that can be done.

Jeff and I can 1) make the executive decision and decided which one to allow (or not allow) or 2) a vote off in which we will allow the directors to vote on one or the other.

We can let both stand. If both pass Prop 3, states that if the number of corps is not reach then we can open it up to more corps as long as the director does not exceed the max number of corps.

The max will be raised to 9 (3 per division) instead of the 6 now.

8 and 9 both deal with the same issue but 9 says that only finalist corps have a vote whereas 8 is open to everyone. Both of those are currently ready to pass too.

No, one is dealing with off-season, one is for live.

As for the topic of limits on number of corps, Isn't there a clause somewhere that said that Steve would make the executive decision if a vote tied? This is sorta tying, so I believe that's how it should go.

no it isn't because I wrote 8 and it was intended for all of the seasons. Nowhere in number 8 does it say live season.

I feel that if we are to let both stand, we're going to run into a problem with which proposal carries the greater weight. Understood, Prop #6 carried the revision that "If there are not a certain number of corps submitted to the executive director by the entry deadline, then corps directors may choose to submit and manage additional Div. 1 corps for that season, provided he/she does not exceed the maximum number of corps he/she is eligible to manage." In hindsight, I feel we should have clarified exactly what the "certain number" would be.

I believe for the sake of not starting chaos, if both Props pass -- we should have a run-off to say once and for all which will be the standard for the upcoming season. After all, whichever proposal fails on the voting floor can be re-proposed in the next session of Rules Congress.

When I wrote and drafted prop. 9 I might have made this unclear but the voting on where the local of the off season championships is open to everyone.

The locals posted in the pole would be the home town of where the finalist corps come from.

I've looked over the original DCP-I rules congress proposal, and there was something in there that said that all proposals must pass with a 2/3 majority for it to be valid. In this case, neither of these propositions will pass with the current vote totals.

End of issue?
