I just watched the Houston video, and your post pretty much sums up my thoughts. I hadn't had the chance to see their rewrites since I saw the show in the early season, but I have to say: change for the sake of change does not necessarily improve the product. The drill issues that were there in June are still there, despite the rewrites. But when the person who messed up the drill in the first place (and make no mistake, even last year's drill was not good until it too was rewritten) does the rewrites, what do you expect?
I'm not really a "guard person," so I can't speak to that area. But the staging, at times, is really lacking. Regardless, it's clear that guard remains an issue for them. I so badly want the best for this corps (at the same time, I was pretty happy for Blue Stars last night....). What's hard for me isn't so much where they're currently sitting competetively, but that I look at the show and don't see the vehicle to move up more than a spot or two, regardless of how well they clean it up.
