I voted no, but then the poll made me pick a number to increase it to :( 21 seems to work, and even if we are bigger this year, I doubt everyone will be able to make every single performance we do, so numbers will "hopefully" work themselves out

Why need a junior division? I know it's all-age, but nothing says you can't restrict the age of your group does it?
